Un comprador perfecto, con excelente crédito y treinta por ciento de enganche, puede ser rechazado si el edificio no pasa. Eso es cierto y si importa.

Pero no es toda la carta, y la parte que todos se están saltando es la que cae aquí.

Tres de estos cambios son un alivio, y el alivio es para usted

Lo dice Fannie en su propio primer párrafo. Escriben que las primás que suben y la falta de disponibilidad de seguro están creando problemas, y que estas actualizaciones buscan dar más flexibilidad. Así no lo está cubriendo nadie.

Vigentes de inmediato, o sea ya:

  • Los techos ya no tienen que asegurarse a valor de reemplazo. Ahora se acepta el valor real en efectivo, en la póliza maestra y en la individual. El techo sigue teniendo que estar asegurado. Solo que ya no al cien por ciento del costo de reemplazo. En la costa de Florida esa es la palanca más grande que existe sobre la prima.
  • Se elimina el requisito de cobertura de protección contra inflacion para los desarrollos. Otra cosa que baja la prima.
  • Se eliminan por completo los requisitos de documentar el valor de reemplazo. Ese es justamente el papeleo que ha estado ahogando a las juntas costeras en cada renovación.

Y aquí esta la parte que es solo de Florida y que nadie ha escrito. Enterrado en una nota dentro de la sección del Limited Review, Fannie dice que eliminar el Limited Review elimina también, en la practica, las restricciónes geograficas que aplican al estado de Florida.

Los condominios de Florida han venido cargando un castigo específico del estado durante años. Topes de préstamo contra valor tan restrictivos que el famoso atajo aquí casí no servia. El 3 de agosto, Florida pierde el atajo y pierde el castigo el mismo día.

Aparte, Fannie también eliminó el requisito de que los proyectos de condominios nuevos o recien convertidos con unidades adosadas en Florida pasen por su Project Eligibility Review Service. Eso también es solo de Florida, ya está vigente, y le importa si está mirando algo recien construido o recien convertido frente al agua.

La corrección que le debemos

Usted quizas leyo, tal vez incluso en un borrador de esta misma página, que ahora hay un tope al deducible del seguro maestro y que las torres frente al mar con deducibles altos de viento van a quedar fuera de elegibilidad.

Eso es falso, y preferimos decirlo de frente en vez de corregirlo en silencio.

Lo que la carta hace de verdad es poner un deducible maximo por unidad de $50,000 en la póliza maestra, y exigir que el dueño de la unidad tenga una póliza que cubra ese deducible. Eso es aflojar la regla, no un tope que descalifica. Y la carta dice explicitamente que todos los demás requisitos de deducible de la póliza maestra quedan sin cambios. La regla que de verdad le pegaria a una torre frente al mar con un deducible de viento por porcentaje es justo la que no se movio.

Se lo decimos porque la razón entera para leernos a nosotros en vez de a un cable de noticias es que aquí corregimos nuestro propio trabajo en publico. Las reglas de seguro no se apretaron para la costa. Se aflojaron, a propósito, porque la costa es donde el mercado de seguros se rompió.

La Línea que Nadie Está Conectando

Aquí esta la que de verdad va a decidir si su edificio es financiable, y no la hemos visto cubierta en ningun lado.

La página tres de la Lender Letter, bajo un título que casí nadie leyo, dice que cuando un prestamista usa un estudio de reservas para demostrar que un edificio tiene reservas suficientes, el prestamista tiene que verificar que el presupuesto incluya la asignación de reservas más alta recomendada en ese estudio. Y debajo, una nota de una línea: los prestamistas ya no pueden usar el método de financiamiento baseline, que Fannie define como la opción que permite que el saldo de reservas se acerque a cero sin bajar de cero.

Vigente para solicitudes fechadas el 3 de agosto de 2026 o después. El mismo día que el Limited Review.

Ahora póngalo junto a la ley de Florida.

Desde Surfside, Florida exige un Estudio de Integridad Estructural de Reservas para edificios de condominios de tres pisos habitables o más. Y bajo la Ley 913 de la Cámara, ese estudio tiene que incluir un plan de financiamiento baseline, un plan que muestre como la asociación va a mantener su saldo de reservas por encima de cero durante todo el periodo.

Lea esas dos definiciones una al lado de la otra. Tallahassee exige que su estudio lo contenga. Washington no lo acepta.

Por eso la fecha de enero es una distracción para edificios como los nuestros. La subida de diez a quince por ciento del 4 de enero es el piso para edificios sin estudio de reservas. Todo condominio de tres pisos o más en Florida tiene uno, porque el estado los obligó. Eso los pone en el camino del estudio de reservas, donde la prueba no es el quince por ciento. La prueba es la recomendación más alta de su propio ingeniero. En una torre de cuarenta años frente al mar, ese número no se parece en nada al quince por ciento.

Así que la fecha limite real para una torre de Palm Beach County es el 3 de agosto, no el 4 de enero. Todos le están diciendo que tiene hasta enero. En los edificios que nosotros vendemos, no lo tiene.

Ahora la parte honesta, porque esto es terreno nuevo. Fannie le prohibe al prestamista usar el financiamiento baseline para calificar un proyecto. Florida exige que el estudio contenga un plan baseline. No obliga a su asociación a presupuestar en baseline. Muchas lo hacen, porque es la opción más barata que cumple y está ahí mismo en el estudio que su junta ya pago. Si un prestamista en particular lee un plan baseline de Florida como el método prohibido es un criterio de suscripción, y no hay ninguna guia públicada que concilie los dos documentos.

Y por eso mismo usted le hace la pregunta a su prestamista por escrito, ahora, antes de estar bajo contrato. No vamos a fingir que esto ya está resuelto. Le estamos diciendo que está sobre la mesa y que casí nadie en este mercado se ha dado cuenta.

A Quién le Afecta de Verdad

El comprador o dueño que paga en efectivo

A usted no le importan las cuotas y nunca pensó pedir prestado. Justo. Pero su unidad solo vale lo que la siguiente persona pueda pagar, y la siguiente persona muchas veces pide prestado. Cuando un edificio pierde la elegibilidad para préstamos convenciónales, su grupo de compradores se reduce a efectivo y a prestamistas de portafolio, y los dos descuentan el precio.

Su riesgo es la liquidez, no su pago mensual. Este es el argumento que Brian hace cada semana con compradores en efectivo y es el que le rebotan cada semana, hasta el día que van a vender.

El comprador financiado

Ahora la aprobación tiene dos partes. Lo aprueban a usted, y aprueban al edificio. Califique el edificio antes de enamorarse de la unidad, porque enamorarse primero es como la gente termina pagando un avalúo y seis semanas para enterarse de algo que la asociación ya sabia.

El miembro de la junta que está leyendo esto

Usted es el que si puede hacer algo. Si su edificio va a aprobar un presupuesto que financia reservas al plan baseline de su propio estudio, puede estar a punto de hacer que cada unidad de su torre sea más difícil de vender, y no se va a enterar por su consultor de presupuesto. Se va a enterar por el prestamista de un comprador, en octubre, cuando se le caiga el negocio a alguien.

La Línea de Tiempo, Completa

Casí todas las versiónes de esta línea de tiempo que va a ver se saltan el punto de reservas del 3 de agosto. Aquí está completa.

Ya vigente. Se amplia la exención de revisión de proyecto a proyectos de diez unidades o menos, que es la razón por la que existe el número de más de diez. Los edificios chicos se volvieron más fáciles mientras los grandes se volvieron más difíciles, y solo la mitad de eso se está reportando. Se elimina la revisión PERS para proyectos nuevos con unidades adosadas en Florida. Se elimina el limite de cincuenta por ciento de concentración de propiedades de inversión en proyectos establecidos bajo revisión completa para préstamos de inversiónista. Se elimina el requisito de valor de reemplazo para techos. Se elimina el requisito de protección contra inflacion.

Solicitudes del 1 de julio de 2026 en adelante. Deducible maximo por unidad de $50,000 en la póliza maestra, con póliza del dueño obligatoria. Ya está vigente.

Solicitudes del 3 de agosto de 2026 en adelante. Se elimina el Limited Review. Con el se eliminan las restricciónes geograficas de Florida. Y la regla del estudio de reservas: la asignación más alta recomendada, sin financiamiento baseline.

Solicitudes del 4 de enero de 2027 en adelante. La asignación minima de reservas sube de diez a quince por ciento del ingreso presupuestado anual, bajo revisión completa.

Léala como una pista de despegue, no como un precipicio. Pero lea la pista correcta. Para un edificio de tres pisos o más en Florida, la pista se acaba en tres semanas, no en seis meses.

Lo Que Yo Le Aconsejaría Hacer

Si está comprando frente al mar o en el Intracoastal

Pida cuatro documentos antes de escribir una oferta. El estudio de reservas, incluyendo su plan de financiamiento y cuál escenario adoptó la junta. La inspección milestone más reciente. Una declaración por escrito de las evaluaciónes actuales, pendientes y anticipadas. Y la respuesta por escrito de su prestamista sobre cómo va a tratar el plan de financiamiento de ese estudio después del 3 de agosto.

El cuarto es nuevo y es el que lo va a separar de todos los demás compradores del edificio este otoño.

Si un vendedor o una asociación no puede producir los primeros tres en unos días hábiles, esa demora es su respuesta. Un edificio bien financiado que ya termino su restauración de concreto vale la pena pagarlo más caro ahora mismo, porque conserva el grupo completo de compradores. Por una vez, la escasez juega a su favor.

Si es dueño y puede vender

Los papeles de su edificio ahora son parte de su anuncio, igual que sus fotos. Una torre que ya hizo el trabajo y financia sus reservas segun la recomendación de su estudio tiene una ventaja de venta mientras el resto del mercado sigue confundido con una fecha de enero que ni siquiera le aplica. Adelántese.

Si su edificio tiene una evaluación conocida en camino, la ponemos en el precio y la revelamos a propósito, en vez de dejar que el prestamista del comprador la descubra en el peor momento.

Si es dueño y se va a quedar

Puede que hoy no tenga que hacer nada. Pero averigüe una cosa: cuál escenario de financiamiento de su estudio adoptó su junta. No si tienen un estudio. Cuál plan dentro de el están financiando de verdad. Ese solo dato ahora define lo que vale cada unidad de su edificio, y a la mayoria de los dueños nunca les dijeron que había opciónes.

Quién se arrepiente

El comprador en efectivo que ignoró el estudio de reservas porque la vista lo convenció, y después descubrió al momento de revender que ningun prestamista queria tocar el edificio. Brian lo ha visto pasar. No es teoría y no es raro.

El costo escondido que no esta en el anuncio

Una cuota baja de asociación en una torre vieja frente al mar casí siempre es una advertencia, no una ganga. Alguien pospuso el mantenimiento que ahora se vence, y la cuenta no desaparece porque nadie la menciono.

La alternativa honesta

Si un edificio no abre sus libros, hay otro edificio que si lo hace, y preferimos ponerlo ahi. Brian lleva desde 1996 haciendo esto en Palm Beach County y ha visto a muchos compradores enamorarse del balcón y olvidarse del balance.

Palm Beach Oceanfront Condo Loans Just Changed | Brian Wilder

Two Oceanfront Towers, Same View, Same Street. One Still Gets a Loan. One Does Not.

Every story you have read about the August 3 condo rules says Washington tightened the screws. For Florida specifically, that is not what happened, and the thing that will actually kill your deal is the piece nobody is naming.

The 30 Second Answer

On August 3, 2026, Fannie Mae and Freddie Mac retire Limited Review. Almost every condo building with more than ten units now goes through a Full Review of its budget, reserves, delinquencies, and insurance before a buyer can get a conventional loan. That part is being reported everywhere. Here is what is not. Three of these changes are actually relief, and the insurance relief is aimed straight at coastal Florida. Meanwhile the change that will decide whether your oceanfront tower is financeable is buried on page three: as of the same August 3 date, lenders may no longer rely on the baseline funding method to qualify a building's reserves. Florida law requires your reserve study to contain a baseline funding plan. Read that twice. The one thing to do before you buy or list in a three story or taller building: get the reserve study, the milestone inspection, and any pending assessment in writing, up front, and ask your lender in writing how they will treat your study's funding plan after August 3.

Brian Wilder on what actually changed for Palm Beach County coastal condos.

I closed three condos in a row this spring. Not one of them almost died over price.

They fought me over financing, insurance, and paperwork nobody wants to read. That is the condo market in Palm Beach County right now.

On August 3 it changes again, and I want to tell you something different from what you are going to read everywhere else. The reporting on this has been lazy, and in one important way it has been backwards.

What Actually Changed

Fannie Mae and Freddie Mac issued matching guidance. Fannie Mae Lender Letter LL-2026-03, published March 18, 2026, coordinated with Freddie Mac and the Federal Housing Finance Agency.

The headline everyone is running with: Limited Review is gone, effective for loan applications dated on or after August 3, 2026. Under the old rule a strong buyer with a big down payment could skip a deep look at the association. That shortcut is over. A perfect buyer with great credit and thirty percent down can still be denied if the building itself does not pass. That is true, and it matters.

But it is not the whole letter, and the part everyone is skipping is the part that lands here.

Three of these changes are relief, and the relief is aimed at you

Fannie says so in its own opening paragraph. They write that rising premiums and limited insurance availability are creating challenges, and that these updates are meant to provide greater flexibility. That is not how anyone is covering this.

Effective immediately, as in already live:

  • Roofs no longer have to be insured on a replacement cost basis. Actual cash value is acceptable now, on the master policy and on individual policies. Roofs still have to be insured. They just do not have to be insured at full replacement cost. In coastal Florida that is the single biggest premium lever there is.
  • The inflation guard coverage requirement is retired for project developments. Another premium reducer.
  • The replacement cost value documentation requirements are retired in their entirety. That is the exact paperwork that has been strangling coastal boards at renewal.

And here is the Florida-only one that nobody has written about. Buried in a note inside the Limited Review section, Fannie writes that retiring Limited Review effectively retires the remaining geographic restrictions that apply to the state of Florida.

Florida condos have been carrying a state-specific penalty for years. Punitive loan-to-value caps under Limited Review that made the so-called shortcut close to useless here anyway. On August 3, Florida loses the shortcut and loses the penalty on the same day.

Separately, Fannie also retired the requirement that new and newly converted attached-unit condo projects in Florida go through its Project Eligibility Review Service. That is Florida-only too, it is effective now, and it matters if you are looking at anything newly built or newly converted on the water.

The correction I owe you

You may have read, possibly from me if you caught an early draft of this, that there is now a cap on the master insurance deductible and that oceanfront towers with high wind deductibles will fall out of eligibility.

That is wrong, and I would rather say so plainly than quietly fix it.

What the letter actually does is set a maximum per unit deductible of $50,000 on a master policy, and require the unit owner to carry a policy covering that deductible. That is a loosening, not a cap. And the letter says explicitly that all other master policy deductible requirements remain unchanged. The rule that would actually bite an oceanfront tower carrying a percentage windstorm deductible is the rule that did not move at all.

I am telling you this because the whole reason to read me instead of a wire story is that I will correct my own work in public. The insurance rules did not get tighter for the coast. They got looser, on purpose, because the coast is where the insurance market broke.

The Line Nobody Is Connecting

Here is the one that will actually decide whether your building is financeable, and I have not seen it covered anywhere.

Page three of the Lender Letter, under a heading almost nobody read, says that when a lender uses a reserve study to demonstrate a building has sufficient reserves, the lender must verify the budget includes the highest recommended reserve allocation amount in that study. And then a one line note underneath: lenders are no longer permitted to use the baseline funding method, which Fannie defines as the option that lets the reserve cash balance approach but never fall below zero.

Effective for loan applications dated on or after August 3, 2026. Same day as Limited Review.

Now hold that against Florida law.

Since Surfside, Florida requires a Structural Integrity Reserve Study for condo buildings of three habitable stories or more. And under House Bill 913, that study is required to include a baseline funding plan, a plan showing how the association will keep its reserve balance above zero across the funding period.

Read those two definitions next to each other. Tallahassee requires your study to contain it. Washington will not accept it.

This is why the January date is a distraction for buildings like ours. The rise from ten percent to fifteen percent on January 4 is the floor for buildings without a reserve study. Every three story and taller condo in Florida has one, because the state made them get it. Which puts these buildings on the reserve study path, where the test is not fifteen percent. The test is your own engineer's highest recommendation. On a forty year old oceanfront tower that number is not close to fifteen percent.

So the real deadline for a Palm Beach County tower is August 3, not January 4. Everyone is telling you that you have until January. On the buildings I sell, you do not.

Now the honest part, because this is new ground. Fannie bars a lender from using baseline funding to qualify a project. Florida requires the study to contain a baseline plan. It does not require your association to budget at baseline. Plenty do, because it is the cheapest compliant option and it is sitting right there in the study your board already paid for. Whether a specific lender reads a Florida baseline plan as the prohibited method is an underwriting judgment, and there is no published guidance reconciling the two.

Which is exactly why you put the question to your lender in writing, now, before you are under contract. I am not going to pretend this is settled. I am telling you it is on the table and that almost nobody in this market has noticed.

Who This Actually Affects

The all cash buyer and owner

You are not fee sensitive and you never planned to borrow. Fair. But your unit is only worth what the next person can pay, and the next person often borrows. When a building loses conventional loan eligibility, its buyer pool collapses to cash and portfolio lenders, and both groups price in a discount.

Your liquidity is the risk, not your monthly payment. This is the argument I make to cash buyers every week and it is the one they wave off every week, right up until they list.

The financed buyer

This is now a two part approval. You get approved, and the building gets approved. Get the building qualified before you fall for the unit, because falling for the unit first is how people end up eating an appraisal fee and six weeks to learn something the association already knew.

The board member reading this

You are the one who can actually do something. If your building is planning to adopt a budget that funds reserves at the baseline plan in your own SIRS, you may be about to make every unit in your tower harder to sell, and you will not find out from your budget consultant. You will find out from a buyer's lender, in October, when somebody's deal dies.

The Timeline, Complete

Most versions of this timeline you will see are missing the August 3 reserve item. Here is the whole thing.

Already in effect. Waiver of Project Review expanded to projects with ten or fewer units, which is the reason the over-ten number exists at all. Small buildings got easier while big ones got harder, and only half of that is being reported. Florida PERS review retired for new attached-unit projects. The fifty percent investment property concentration limit retired for established projects under Full Review on investor loans. Roof replacement cost requirement retired. Inflation guard requirement retired.

Applications dated on or after July 1, 2026. Master policy per unit deductible capped at $50,000, with a matching unit owner policy required. Already live.

Applications dated on or after August 3, 2026. Limited Review retired. Florida geographic restrictions retired with it. And the reserve study rule: highest recommended allocation, no baseline funding.

Applications dated on or after January 4, 2027. Minimum reserve allocation rises from ten percent to fifteen percent of annual budgeted assessment income, under Full Review.

Read it as a runway, not a cliff. But read the right runway. For a three story or taller Florida building, the runway ends in three weeks, not six months.

What I Would Tell You to Do

If you are buying on the ocean or the Intracoastal

Ask for four documents before you write an offer. The reserve study, including its funding plan and which scenario the board actually adopted. The most recent milestone inspection. A written statement of current, pending, and anticipated assessments. And your lender's written answer on how they will treat that study's funding plan after August 3.

That fourth one is new and it is the one that will separate you from every other buyer in the building this fall.

If a seller or association cannot produce the first three in a few business days, that delay is your answer. A well funded building that has already finished its concrete restoration is worth paying up for right now, because it keeps the full buyer pool. That is scarcity working in your favor for once.

If you own and may sell

Your building's paperwork is now part of your listing, the same as your photos. A tower that has done its work and funded its reserves at its study's recommendation is a selling advantage while the rest of the market is confused about a January deadline that does not apply to it. Get ahead of it.

If your building has a known assessment coming, we price and disclose around it on purpose, instead of letting a buyer's lender discover it at the worst possible moment.

You may not need to do anything today. But go find out one thing: which funding scenario in your SIRS did your board adopt. Not whether you have a study. Which plan inside it you are actually funding. That single fact now drives what every unit in your building is worth, and most owners have never been told there was a choice.

The honest alternative

If a building will not open its books, there is another building that will, and I would rather put you there. I have been doing this in Palm Beach County since 1996 and I have watched a lot of buyers fall for the balcony and forget the balance sheet.

Does this mean I cannot buy an oceanfront condo in Palm Beach County anymore?

No. It means the building has to qualify along with you. Strong, well funded towers still finance normally, and a building that has completed its concrete work and funds reserves at its study's recommendation is in a better competitive position now than it was a year ago. Brian Wilder can help you tell them apart before you commit.

I am paying cash. Why should I care about a loan rule?

Because your resale value depends on the next buyer, and many of them borrow. If the building cannot be financed, you are selling into a cash only pool that expects a discount. Your exposure is liquidity, not your monthly payment. This is the single most common blind spot Brian Wilder sees among cash buyers in Palm Beach County.

Did the August 3 change make condo insurance rules stricter?

No, and this is widely reported backwards. Fannie Mae Lender Letter LL-2026-03 retired the requirement that roofs be insured on a replacement cost basis, retired the inflation guard coverage requirement for project developments, and retired the replacement cost value documentation requirements. Fannie stated these updates were made because rising premiums and limited insurance availability are creating challenges. The one new restriction is a $50,000 maximum per unit deductible on a master policy, paired with a required unit owner policy, and all other master policy deductible requirements are unchanged.

What is the reserve study change everyone is missing?

For loan applications dated on or after August 3, 2026, when a lender uses a reserve study to demonstrate a building has sufficient reserves, the lender must verify the budget includes the highest recommended reserve allocation amount in that study, and lenders may no longer use the baseline funding method. Florida law requires a Structural Integrity Reserve Study for condo buildings of three habitable stories or more, and House Bill 913 requires that study to include a baseline funding plan. Whether a specific lender treats a Florida baseline plan as the prohibited method is an underwriting question with no published guidance. Brian Wilder recommends getting your lender's answer in writing before going under contract.

What is a non warrantable building?

It is a building that fails one of Fannie Mae or Freddie Mac's project standards, which means conventional loans are off the table for every unit in it, not just yours. The Wilder Real Estate Group screens for this before writing an offer on any Palm Beach County condo.

What documents should I ask for first?

The reserve study including which funding scenario the board adopted, the milestone inspection report, and a written list of current and anticipated special assessments. Add your lender's written position on how they will treat the study's funding plan. The Wilder Real Estate Group asks for these up front on every coastal condo.

Are the fee increases the same in a one or two story condo?

No. The milestone inspection and structural reserve study requirements apply to buildings of three habitable stories or more, and that is where the fee and assessment pressure is concentrated. Note that House Bill 913 changed the standard from three stories to three habitable stories in 2025, and garages and storage do not count as habitable. Attorneys have flagged that the statute is inconsistent on this point and that some associations need a legal opinion to know their status. Confirm the specific building before applying any of this to a named property.

Qué Encendió Todo Esto

El Florida Python Challenge se está realizando ahora mismo, del 10 al 19 de julio, y es el noveno. Diez días. Organizado por la Comisión de Conservación de Pesca y Vida Silvestre de Florida (FWC) y el Distrito de Administración del Agua del Sur de Florida, con el Parque Nacional Everglades de vuelta como socio y como una de las ocho sedes oficiales. Hay $25,000 en premios, incluyendo un gran premio de $10,000 para quien capture más pitones. La inscripción cuesta $25 y hay que aprobar un curso en línea antes de entrar al pantano.

El año pasado sacaron 294 serpientes, un récord de la competencia. Entre los nueve Challenges, 1,406 en total. En 2025 se inscribieron 934 personas de 30 estados y Canadá.

Recibe cobertura nacional cada año por una razón sencilla. Son serpientes enormes, extrañas y muy fotogénicas, y la historia se escribe sola. Pero el titular esconde lo que de verdad importa si usted vive aquí o se está mudando: dónde están realmente estos animales y cómo llegaron.

Un detalle que vale la pena guardar, porque vuelve más adelante: el refugio de Loxahatchee no es una de las ocho sedes del Challenge. El condado de Charlotte tampoco. Acuérdese.

Lo Que las Serpientes Sí Han Hecho

Florida no paga por cazar estas cosas por deporte. Es control de daños, y los números detrás de eso son difíciles de digerir.

Quiero ser preciso en una cosa, porque la precisión es el punto entero de esta página. El USGS no confirmó de forma independiente los números de otro. Lo que aprendió mi hijo y que el estudio no le puede decir

Sé que ese colapso es real por algo más cercano que un estudio. Mi hijo Mason Wilder y mi sobrino Justin Wilder salieron una temporada a cazarlas ellos mismos.

La lección que trajeron sorprende a casi todos: las serpientes son casi imposibles de encontrar. Son pacientes. Se esconden. Se quedan completamente quietas en el agua y entre la hierba. Los investigadores calculan la tasa de detección entre el 1 y el 3 por ciento. O sea, si hay cien pitones en su zona de búsqueda, usted quizás vea una, tal vez tres. En el Parque Nacional Everglades toma unas ocho horas de búsqueda encontrar una sola.

Y ese es justamente el punto. Uno no ve al animal que está haciendo el daño. Solo nota, de una temporada a otra, que el monte se quedó en silencio. Un depredador así de bueno escondiéndose puede borrar una manada de venados antes de que alguien se dé cuenta.

¿Qué Tan Cerca Llega Realmente?

Aquí le puedo contar algo que una nota de prensa no puede, y aquí tengo que corregir algo que usted probablemente ya leyó.

¿Conoce el refugio que está más allá del extremo oeste del Acreage urbanizado, donde se acaba el pavimento y empiezan la hierba de sierra y las islas de árboles? Ese es el Refugio Nacional de Vida Silvestre Arthur R. Marshall Loxahatchee. Protege 145,188 acres y es el resto más al norte que sobrevive de los Everglades históricos. La Parte que Todos Tienen al Revés

Esto es lo que yo corregiría en casi toda versión de esta historia que usted vaya a leer, incluyendo una que yo mismo casi publico.

Todo el mundo describe el refugio como la frontera norte de la pitón. El filo de un avance. Una línea de frente que sube hacia los suburbios, una milla por año, y un día llega a su calle.

Es una imagen mental muy satisfactoria y está equivocada.

Las pitones no marchan. Las llevan.

La población de pitones establecida más nueva de Florida no está al norte del refugio por unas pulgadas. Está del otro lado del estado, en el oeste del condado de Charlotte, por la península de Cape Haze, Rotonda West, Placida, Englewood East, South Gulf Cove. Eso está más al norte que el refugio de Loxahatchee, en la costa del Golfo, y la FWC ya las considera establecidas ahí. En octubre de 2024 apareció una pitón en el Four Creeks Wildlife Management Area, al norte de Jacksonville. Investigadores federales que usan ADN ambiental han detectado rastros de pitón en el refugio y más allá del lago Okeechobee.

Y aquí está la frase que le da vuelta a todo. Sobre el condado de Charlotte, la FWC ha dicho que no hay indicios de que esas serpientes hayan llegado por migración natural. La agencia cree que eran animales en cautiverio que se escaparon o que soltaron.

Entonces lo que algún día podría poner una pitón en un vecindario de Palm Beach County no es el pantano avanzando hacia el este. Es una persona con una serpiente que creció demasiado. Ese es un riesgo mucho más chico, es un riesgo completamente distinto, y es el que nadie nombra.

La Parte que Solo Mi Familia Puede Contar

Yo no escribo sobre los Everglades como espectador.

Mi abuelo, Floyd Oliver Wilder Sr., llegó a The Glades en barco desde Arkansas cuando era niño en los años veinte y pasó su vida cultivando la tierra negra de South Bay, en la orilla sur del lago Okeechobee. La pitón es apenas el personaje más nuevo.

Lo Que Yo Le Aconsejaría Hacer

Si se está mudando aquí y esto le preocupa: respire. Palm Beach County no es los Everglades. Se está mudando a un lugar donde el borde salvaje es real, pero es un borde, no su patio. Los animales que de verdad va a ver en el condado urbanizado son los de siempre. Caimanes cerca de los canales y los lagos. Alguna que otra iguana. Conozca los riesgos reales, no los virales.

Si tiene o va a comprar terreno en el borde oeste, cerca del refugio: las probabilidades de una pitón en su propiedad son bajas y no las voy a exagerar. Pero la ley de Florida permite al dueño de una propiedad matar de forma humanitaria una pitón birmana en terreno privado en cualquier momento, con permiso del dueño, sin permiso especial ni licencia de caza. Conviene saberlo aunque nunca lo use. Las preguntas grandes de una propiedad en el borde oeste son las de siempre. Drenaje. Pozos. Séptico. En qué se convierte el corredor en los próximos diez años.

Si quiere hacer algo al respecto: el Challenge se realiza cada julio, y el estado permite la remoción de pitones todo el año en 32 terrenos administrados por la comisión. Es uno de los poquísimos problemas ambientales donde una persona común de verdad puede ayudar. También puede reportar un avistamiento cuando sea en IVEGOT1.org, en la aplicación IVEGOT1, o en la línea de la FWC, 888-IVE-GOT-1.

Y si usted tiene mascotas exóticas, o conoce a alguien que las tenga: esta es la importante. Lo del condado de Charlotte no pasó porque las serpientes caminaran hasta allá. No suelte un animal. Nunca. La FWC tiene un Programa de Amnistía para Mascotas Exóticas justamente para que usted tenga una forma legal, sin multa, de entregarlo. Esa sola frase vale más para este ecosistema que toda mi página.

El Criterio de Brian

Con quién funciono mejor como agente en una pregunta así

Con el comprador que quiere la respuesta real, no la cómoda. Prefiero decirle que sí se recuperó una pitón en el refugio y perder el drama, antes que decirle "aquí no hay pitones" y ser el que ocultó la verdad. Y prefiero corregir la historia de la frontera que repetirla, aunque la historia de la frontera sea mejor titular.

El costo honesto que ningún anuncio menciona

El terreno en el extremo oeste de Palm Beach County tiene un vecino verdaderamente salvaje al oeste, y eso corta para los dos lados. Por eso los atardeceres y el espacio son lo que son. Y por eso usted verifica el drenaje y entiende el corredor antes de enamorarse de la casa.

La alternativa honesta

Si el borde salvaje no es para usted, le muestro Wellington, Royal Palm Beach o Westlake, donde tiene el estilo de vida del oeste del condado con una correa más corta al pantano. Los dos caminos son correctos para personas distintas. El equivocado es el que usted eligió sin saber qué estaba eligiendo.

La nota con la que quiero dejarlo

En junio de 2021, una cámara trampa del USGS en el Big Cypress National Preserve captó a un lince rojo asaltando un nido de pitón. Se comió los huevos, escondió algunos, volvió por las sobras durante varios días, y cuando la hembra de catorce pies regresó, el lince se plantó y se intercambiaron golpes con ella. Are There Pythons in Palm Beach County? The Honest Answer, and the Part Everybody Has Backwards.

Every July the headlines come back and I get the same question. The real answer is more reassuring than you think, and more interesting than the panic. It just is not the answer anyone is giving.

The 30-Second Answer

No. You are not going to find a Burmese python in a Wellington cul-de-sac or a Royal Palm Beach backyard. The breeding population lives deep in the Everglades, south and west of where most of this county lives and works. The closest confirmed python to developed Palm Beach County is out in the Loxahatchee refuge on our western wall, and in that refuge's entire history the U.S. Fish and Wildlife Service says exactly one python has ever been officially recovered there. One. Now here is the part everybody has backwards: people picture a snake front creeping north toward the suburbs. That is not how this animal moves. Pythons do not march. They ride. And that changes the whole question.

Every July, same question.

The Python Challenge headlines roll in, somebody holds up a fifteen-foot snake for a photo, and my phone starts going. Brian, are these things in my backyard?

The short answer is no, and I could stop there. Most agents do. But "no, don't worry about it" is a lazy answer, and if you are moving your family to a county with an actual wild edge on the back of it, you deserve better than a brush-off. You also deserve better than the panic.

So here is the real picture. My family has been reading this land for five generations, and I am going to tell you where these animals actually are, what they have actually done, and why the way everybody frames this question is wrong in a way that matters.

What Kicked This Off

The Florida Python Challenge is running right now, July 10 through July 19, and it is the ninth one. Ten days. Hosted by the Florida Fish and Wildlife Conservation Commission and the South Florida Water Management District, with Everglades National Park back as a partner and one of eight official competition locations. There is $25,000 in prizes on the line, including a $10,000 grand prize for whoever removes the most pythons. Registration is $25 and you have to pass an online training course before you are allowed in the marsh.

Last year's field pulled out 294 snakes, a competition record. Across all nine Challenges combined, 1,406. In 2025, 934 people from 30 states and Canada signed up.

It gets national coverage every year for one simple reason. These are big, strange, photogenic snakes and the story writes itself. Same reason the alligator stories and the iguana stories go viral. But the headline buries the part that actually matters if you live here or you are moving here, which is where these animals really are and how they got there.

One detail worth holding onto, because it comes back later: the Loxahatchee refuge is not one of the eight Challenge locations. Neither is Charlotte County. Remember that.

What the Snakes Have Actually Done

Florida does not pay people to hunt these things for sport. It is damage control, and the numbers behind it are hard to sit with.

A landmark study published in the Proceedings of the National Academy of Sciences in 2012, led by Michael Dorcas of Davidson College and John "J.D." Willson of Virginia Tech, and co-authored by scientists from the U.S. Geological Survey and the National Park Service, documented what happened inside Everglades National Park as pythons took hold. Road surveys covering nearly 57,000 kilometers from 2003 through 2011, compared against surveys from the 1990s, found raccoon observations down 99.3 percent. Opossums down 98.9 percent. White-tailed deer down 94.1 percent. Bobcats down 87.5 percent. Rabbits and foxes, common in the 1996 and 1997 counts, were not detected at all.

I want to be precise about one thing, because precision is the whole point of this page. USGS did not independently confirm somebody else's numbers. USGS scientists co-wrote the study. That is not weaker. It is just accurate, and I would rather tell you exactly what a source is than let you think it is two sources when it is one.

What my son learned that the study cannot tell you

I know that collapse is real from something closer to home than a journal. My son Mason Wilder and my nephew Justin Wilder went out one season and hunted these things themselves.

The lesson they came back with surprises most people: the snakes are almost impossible to find. They are patient. They hide. They hold perfectly still in water and sawgrass and simply do not move. Researchers put the detection rate at roughly 1 to 3 percent, meaning if there are a hundred pythons in your search area you might lay eyes on one, maybe three. In Everglades National Park it takes about eight hours of searching to find a single snake.

And that is exactly the point. You do not see the animal that is doing the damage. You just notice, one season to the next, that the woods have gone quiet. A predator that good at hiding can erase a deer herd before anybody realizes it is happening.

How Close Does It Actually Get to Palm Beach County?

Here is where I can tell you something a wire story cannot, and where I have to correct something you have probably read.

You know the refuge out past the western end of the built-up Acreage, where the pavement runs out and the sawgrass and tree islands take over? That is the Arthur R. Marshall Loxahatchee National Wildlife Refuge. It protects 145,188 acres, and it is the most northern surviving remnant of the historic Everglades. It sits right on the western rim of Palm Beach County. Most people in Wellington, The Acreage, and Loxahatchee have driven the edge of it their whole lives without knowing what it is.

Pythons are out there. Biologists suspected it for years off python DNA detected in the refuge's water. Then in late October 2021, invasive plant contractors working for the South Florida Water Management District actually put eyes on one. University of Florida wildlife professor Frank Mazzotti, who runs the Croc Docs team, said it plainly: they had finally, unhappily, sighted a Burmese python in the interior of the refuge. District biologist Mike Kirkland compared finding one out there to a needle in a haystack. Most of that refuge is reachable only by airboat or helicopter.

Now the number nobody quotes

The U.S. Fish and Wildlife Service, which manages the refuge, says on its own research page that only one Burmese python has been officially recovered on the refuge. One. Against more than 27,000 removed statewide since 2000.

Fish and Wildlife also says, in the same breath, that by far the greatest concentration of pythons is in the Everglades to the south and southwest of that refuge. Not in it. South and west of it.

That is the honest answer to "how close." Close enough that the animal exists on the back edge of my market. Not close enough that anyone should lose a night of sleep over it.

The Part Everybody Has Backwards

Here is what I would fix in almost every version of this story you will read, including one I nearly published myself.

Everyone describes the refuge as the python's northern frontier. The leading edge of an advance. A front line creeping north toward the suburbs, one mile a year, and one day it reaches your street.

That is a satisfying mental picture and it is wrong.

Pythons do not march. They ride.

Florida's newest established python population is not north of the refuge by inches. It is on the other side of the state, in western Charlotte County, up around the Cape Haze Peninsula, Rotonda West, Placida, Englewood East, South Gulf Cove. That is farther north than the Loxahatchee refuge, on the Gulf Coast, and the FWC now considers them established there. In October 2024 a python turned up at Four Creeks Wildlife Management Area north of Jacksonville. Federal researchers using environmental DNA have picked up python traces in the refuge and beyond Lake Okeechobee.

And here is the sentence that reframes the whole thing. On Charlotte County, the FWC has said there is no indication those snakes arrived through natural migration. The agency believes they were captive animals that escaped or were released.

Somebody's pets. That is the mechanism. Not a marching front. A driveway.

So the thing that would ever put a python in a Palm Beach County neighborhood is not the marsh creeping east. It is a person with a snake that got too big. That is a much smaller risk, it is a completely different risk, and it is the one nobody names.

The Part Only My Family Can Tell You

I do not write about the Everglades as a spectator.

My grandfather, Floyd Oliver Wilder Sr., came to The Glades by boat from Arkansas as a child in the 1920s and spent his life farming muck soil in South Bay, on the southern shore of Lake Okeechobee. In September 1928, when the lake breached its dike and thousands of people drowned in a single night, he survived in the top of a tree. His name is in the historical record of that storm.

But here is the piece that matters for a story about the Everglades. My aunt, Linda Stanley, worked for the Bryant Sugar mill in The Glades her entire career. She and her husband spent their lives as members of the World Wildlife Fund fighting for Everglades restoration.

One family, both sides of the ledger. The people who drained and farmed the muck, and the people who fought to bring back what the farming took. That is not a contradiction. That is what it actually means to belong to this land.

So when a new predator shows up and starts unraveling the Everglades from the inside, I do not read it as news. I read it as the latest chapter in a story my family has lived for a hundred years. The muck, the water, the wildlife, the slow argument over what this land is for. The python is just the newest character.

What I Would Actually Tell You to Do

If you are relocating here and this worries you: breathe. Palm Beach County is not the Everglades. You are moving to a place where the wild edge is real, but it is an edge, not your yard. The animals you will actually meet in the developed county are the ones we have always had. Alligators near canals and lakes. The occasional iguana. Know the real risks, not the viral ones.

If you own or are buying acreage on the western edge, near the refuge: the odds of a python on your property are low and I am not going to inflate them. But Florida law lets a property owner humanely kill a Burmese python on private land at any time, with landowner permission, no permit and no hunting license required. Worth knowing whether you ever use it or not. The bigger property questions out on the western edge are the ordinary ones. Drainage. Wells. Septic. What the corridor turns into over the next decade.

If you want to do something about it: the Challenge runs every July, and the state allows python removal year-round on 32 commission-managed lands. It is one of the very few environmental problems where an ordinary person can genuinely help. You can also report a sighting any time through IVEGOT1.org, the IVEGOT1 app, or the FWC hotline at 888-IVE-GOT-1.

And if you keep exotic pets, or you know someone who does: this is the one. Charlotte County did not happen because snakes walked there. Do not release an animal. Ever. FWC runs an Exotic Pet Amnesty Program specifically so you have a legal, no-penalty way to surrender one. That single sentence is worth more to this ecosystem than my whole page.

Who thrives with me as their agent on a question like this

The buyer who wants the real answer, not the comfortable one. I would rather tell you a python has been recovered in the refuge and lose the drama than tell you "no pythons up here" and be the guy who shaded the truth. And I would rather correct the frontier story than repeat it, even though the frontier story is a better headline.

The honest cost nobody puts on a listing

Land on the far western edge of Palm Beach County comes with a genuinely wild neighbor to the west, and that cuts both ways. It is why the sunsets and the space are what they are. It is also why you verify drainage and you understand the corridor before you fall in love with the house.

The honest alternative

If the wild edge is not for you, I will show you Wellington, Royal Palm Beach, or Westlake instead, where you get the western Palm Beach County lifestyle with a shorter tether to the marsh. Both are right for different people. The wrong one is the one you picked without knowing what you were picking.

The note I want to leave you on

Nature is not just losing.

In June 2021, a USGS camera trap in Big Cypress National Preserve caught a bobcat raiding a python nest. He ate the eggs, cached some, came back for leftovers over several days, and when the fourteen-foot female came home he stood his ground and traded swipes with her. Forty-two eggs destroyed. USGS researcher Andrea Currylow called it the strongest case yet that the Everglades might be fighting back. It was the first time any animal in Florida had been documented preying on python eggs.

It is one bobcat, one nest, one camera. I am not going to tell you the tide turned. But this spring researchers documented vultures doing the same thing, the first bird ever recorded hitting a python nest. Cottonmouths eat juvenile pythons. Alligators kill them.

Native Florida is figuring it out, on the same ground my aunt spent her life trying to protect. The story is not finished. It rarely is out here.

Qué Cambió de Verdad

El 21st Century ROAD to Housing Act es ley federal desde el 11 de julio de 2026. Se movió en el Congreso como H.R. 6644.

La sacaron adelante cuatro personas que casi nunca están de acuerdo en nada: los senadores Tim Scott y Elizabeth Warren, y los congresistas French Hill y Maxine Waters. El Senado la aprobó 85 a 5 el 22 de junio. La Cámara la aprobó 358 a 32 al día siguiente. Eso no es un empate apretado. Son los dos partidos aceptando que el costo de la vivienda ya llegó demasiado lejos.

Un detalle para que nadie lo confunda: el presidente Trump no la firmó. Había una ceremonia de firma en el calendario y la canceló menos de dos horas antes, diciendo que otra ley sobre identificación para votar tenía que ir primero. Según el Artículo I de la Constitución, si el presidente no la firma ni la veta dentro del plazo, la ley entra en vigor de todos modos. Eso fue exactamente lo que pasó. Ya es ley. Nadie la firmó.

Adentro hay decenas de disposiciones sobre vivienda. Forbes cuenta más de 45 dirigidas a quitar trabas regulatorias. Otros medios hablan de cerca de 60. Dos de ellas son las que yo marcaría si fuera mi familia parada en un terreno en The Acreage.

El Cambio de la Casa Manufacturada

Piense en la familia que se muda de Broward, cansada de pagar por un patio del tamaño de una estampilla. Vienen para acá, compran un acre y cuarto, y ponen una casa manufacturada bonita. Aquí en The Acreage y Loxahatchee, un pozo, un séptico y una casa manufacturada en terreno propio siempre ha sido una de las formas reales de entrar. No la única. Pero real, y honesta.

Esto es lo que Washington por fin arregló. Por cincuenta años, el código federal de HUD exigía que toda casa manufacturada se construyera sobre un chasis de acero permanente, un marco con ruedas, porque las reglas se escribieron cuando estas casas de verdad se movían. La mayoría nunca se mueve otra vez. Pew calcula que solo entre el 5 y el 7 por ciento se reubican después de instaladas. Usted estaba pagando por unas ruedas que nunca iba a usar.

El Título 3 de esta ley elimina ese requisito.   • Suben los límites de préstamo FHA para casas manufacturadas. Sección 303. En un acre y cuarto, el financiamiento siempre ha sido una pared más alta que el precio. Esta es la parte que de verdad le puede mover el cierre.
  • Construir una unidad adicional (ADU) ahora califica para préstamos FHA de mejoras a la propiedad. También Sección 303. Si usted tiene terreno con espacio, lea esa línea dos veces.
  • El PRICE Act se renovó por siete años para reparación y preservación de casas manufacturadas existentes.
  • HUD queda como la autoridad principal en estándares de eficiencia energética para casas manufacturadas y tiene que fijar mínimos. Ese es un costo en la otra dirección y todavía nadie sabe el número.

El Límite a los Inversionistas, y la Línea que Nadie Está Leyendo

La segunda parte es sobre el dinero grande, y aquí es donde tengo que frenarlo, porque la cobertura de esto le está haciendo un mal servicio a la gente.

La Sección 1001 se titula "Las Casas Son para Personas, No para Corporaciones". Prohíbe que un inversionista institucional grande compre casas unifamiliares adicionales. Grande significa cualquier entidad con fines de lucro que tenga control de inversión sobre 350 casas unifamiliares o más, directa o indirectamente. Las multas llegan hasta $1 millón por violación o tres veces el precio de compra, lo que sea mayor. Eso sí tiene dientes.

Ahora lea la definición que usa la ley para lo que está protegiendo.

La única casa que esta ley abarata aquí es exactamente la casa que la protección no cubre. Las dos partes que todos están juntando en los titulares no se tocan. No pueden. Una dejó a la otra fuera por definición.

Y eso es dejando de lado la exclusión de las casas manufacturadas. Aquí está el resto, y esto no sale en ningún titular.

No es retroactivo. Una compañía que hoy tiene 4,000 casas se queda con las 4,000. Un borrador anterior exigía vender en siete años. Eso lo quitaron de la versión final. Nadie tiene que vender nada.

Todavía no empieza. Las restricciones entran en vigor 180 días después de la promulgación, o sea alrededor del 7 de enero de 2027. Y toda la sección expira 15 años después de esa fecha.

Las excepciones son la historia. Washington Just Made the Cheapest Way Onto an Acre Cheaper to Build. Then It Wrote That Home Out of the Investor Rule.

A new federal housing law took effect this month. Two pieces of it touch The Acreage and Loxahatchee, and the part almost every headline is getting wrong is how those two pieces fit together.

The 30-Second Answer

The 21st Century ROAD to Housing Act became law on July 11, 2026, without a presidential signature. It kills a fifty-year-old federal rule that forced every manufactured home to be built on a permanent steel chassis, a change policy analysts estimate could take $5,000 to $10,000 off a new one. It also puts the first federal limit on corporations that control 350 or more single-family homes. Here is the part nobody is connecting: that investor limit defines "single-family home" in a way that excludes manufactured homes. The one home this law makes cheaper out here is the one home the investor rule does not protect. And none of it lowers your price this year.

I almost scrolled right past this one.

A housing bill out of Washington. My eyes usually glaze over before the headline finishes, and I have been doing this in Palm Beach County since 1996.

Then I actually read the thing. Not the coverage. The bill. And there is one line in it that nobody on the news is connecting to how people out here actually get onto a piece of land.

So let me get you up to speed, then I will shoot you straight on what matters, what is noise, and what the coverage has flat backwards.

What Actually Changed, and How It Got Here

The 21st Century ROAD to Housing Act is federal law as of July 11, 2026. Its full name is the 21st Century Revitalizing Opportunities in the American Dream to Housing Act, and it moved as H.R. 6644.

It came together between four people in Washington who do not usually agree on lunch, let alone housing. Senator Tim Scott and Senator Elizabeth Warren on the Senate side, Congressman French Hill and Congresswoman Maxine Waters on the House side. The Senate passed it 85 to 5 on June 22. The House passed it 358 to 32 the very next day. That is not a squeaker. That is both parties deciding housing costs have gotten bad enough to do something.

One wrinkle worth knowing so nobody surprises you with it. President Trump did not sign this bill. A signing ceremony was on the calendar and he canceled it less than two hours out, saying a separate voter ID bill had to come first. Under Article I of the Constitution, a bill the president neither signs nor vetoes inside the window becomes law anyway. That is exactly what happened on July 11. So if somebody tells you it was signed into law, they are half right. It became law. Nobody signed it.

Inside are dozens of housing provisions. Forbes counts more than 45 aimed at cutting regulatory barriers. Other outlets put the total nearer 60. The Bipartisan Policy Center says the final bill pulls language from over 60 separate pieces of legislation. The exact count depends on who is counting what, which tells you how wide this thing is. Two of them are the ones I would circle if this were my family standing on a lot in The Acreage.

The Manufactured Home Change, and Why It Lands Out Here

Start with the family moving out of Broward, tired of paying for a postage stamp of a yard. They come out here, buy an acre and a quarter, put a nice manufactured home on it. Out in The Acreage and Loxahatchee, a well, a septic, and a manufactured home on your own land has always been one of the real ways in. Not the only way. But a real one, and an honest one.

Here is what Washington finally fixed. For fifty years, the federal HUD code required every manufactured home to be built on a permanent steel chassis, a frame with wheels, because the rules were written back when these were mobile homes that actually moved. Most of them never move again. Pew puts it at 5 to 7 percent that ever get relocated after installation. You have been paying for wheels you would never use, on a home that was never going anywhere.

Title 3 of this law eliminates that requirement. The Niskanen Center estimates removing the chassis could cut $5,000 to $10,000 from the cost of a manufactured home, which they figure is more than 10 percent of the purchase price on many of them. CNN reported the same range and credited the Bipartisan Policy Center. Other analysts put the same dollar figure at 4 to 8 percent of a new unit. Different denominators, same money.

The part of Title 3 nobody is covering at all

The chassis rule got all the ink. It is not the only thing in there, and for a buyer out here it may not even be the useful one.

  • FHA manufactured housing loan limits go up. Section 303 raises them. On an acre and a quarter, financing has always been a bigger wall than the sticker price. This is the provision that could actually move your closing.
  • ADU construction becomes an acceptable use for FHA property improvement loans. Also Section 303. If you own land out here with room on it, read that sentence twice.
  • The PRICE Act gets reauthorized for seven years, funding repair and preservation of existing manufactured homes and communities.
  • HUD becomes the primary authority on manufactured home energy efficiency standards and has to set minimums. That is a cost the other direction, and nobody knows the number yet.

Nobody covering this bill nationally is connecting any of it to the western Palm Beach County corridor. Out here, where a manufactured home on acreage is a genuine first rung, that is a real conversation.

The Investor Limit, and the Line Nobody Is Reading

The second piece is about the big money, and this is where I have to slow you way down, because the coverage on this one is doing people a disservice.

Section 1001 is titled "Homes Are for People, Not Corporations." It bars a large institutional investor from buying additional single-family homes. Large means any for-profit entity with investment control of 350 or more single-family homes in the aggregate, directly or indirectly. Penalties run up to $1 million per violation or three times the purchase price, whichever is greater. That is real teeth.

Now read the definition the law uses for what it is protecting.

Single-family home: a structure with two or fewer dwelling units intended for residential occupancy, excluding manufactured homes.

Excluding manufactured homes.

The one home this bill makes cheaper out here is the exact home the investor protection does not cover. The two provisions everyone is stapling together in the headlines do not touch each other. They cannot. One of them wrote the other one out by definition.

I am not telling you that to be clever. I am telling you because if you are sitting on an acre in Loxahatchee thinking Washington just put a fence around your kind of house, it did not.

What the Investor Limit Actually Does, Honestly

Even set the manufactured home carve-out aside. Here is the rest of it, and you will not read this in a headline.

It is not retroactive. A company that owns 4,000 houses today keeps all 4,000. An earlier draft had a seven-year divestment requirement. That got stripped out of the final version. Nobody has to sell anything.

It does not start yet. The restrictions take effect 180 days after enactment. That is roughly January 7, 2027. And the whole section sunsets 15 years after that.

The exceptions are the story. There are eleven categories of excepted purchase, including build-to-rent communities, renovate-to-rent programs, newly built or renovated homes bought for resale, senior housing built or converted for 55 and older, foreclosure and loss-mitigation acquisitions, purchases from other large investors, and a transitional window letting large investors buy from smaller investors for two full years after the effective date. HUD gets to interpret all of it, and so do the courts.

And the math nobody prints. Forbes cited BatchData showing that as of the second quarter of 2025, 91 percent of investor-owned homes belonged to individuals holding fewer than 11 properties. Eleven. Not 350.

So the person outbidding your family on a house in Royal Palm Beach is almost certainly not Blackstone. He is a guy with six houses, a truck, and a line of credit. This law does not touch him. It was never going to.

The Part Almost Everybody Is Getting Wrong

None of this lowers your price this week. Or this year.

A law passing is the starting gun, not the finish line. The investor restrictions have a date, January 2027, and I would still not plan around them for the reasons above. The chassis savings are murkier. Niskanen is blunt about it: realizing those savings takes more than changing federal law. HUD has to revise the manufactured housing construction standards. Then states, lenders, and local governments have to update rules and practices that were all written assuming every manufactured home comes with a permanent chassis underneath it.

That last part is the one that matters here. Federal law does not touch Palm Beach County zoning or your local land development regulations. Where a manufactured home is allowed to go out here is still a county and municipal question, and this law did not change a word of it.

So if you are waiting to buy until this law drops prices, you are going to be waiting a while, and you will probably watch the home you wanted sell to somebody who did not wait. That is the pattern I have seen play out every single time buyers try to time a policy change. The people who paused got priced out. The people who bought the right house at the right time did fine.

What I Would Tell You to Do

If you are buying out here right now: do not change a thing based on this law. Buy the right home at the right price the same way you would have last week. Nothing in here changes the math on the home in front of you today.

If you are looking at building or setting a new manufactured home on acreage: this is the one group that should actually pay attention, and the conversation is bigger than the chassis. Ask your builder or dealer about the chassis rule change before you lock a price, and ask your lender specifically about the new FHA manufactured housing loan limits. The savings are real. The timing depends on when HUD and the lenders catch up. Do not assume any of it is in effect the day you sign.

If you own in The Acreage or Loxahatchee: a cheaper path to a home out here supports demand for the kind of land and homes we have. That is a good thing to own into. Just do not let anyone tell you the investor rule is protecting your value. It is not written to.

If you are a seller: nothing here forces your hand. Policy pointed at building more attainable homes tends to support the western corridor over time, not hurt it.

Who this actually helps

The family building new on acreage out west, once HUD catches up. That is a real, slow win. Everybody else in this county got a press release.

Who is going to misread it

Two groups. The buyer sitting on the sidelines waiting for a law to hand them a discount, because that discount is not arriving on the timeline they think and the wait usually costs more than it saves. And the owner who reads "corporations banned from buying homes" and thinks a fence just went up around their street. Read the exceptions. Read the definitions. There is no fence.

The hidden cost nobody prints

A cheaper manufactured home is still a home that needs a well inspected, a septic checked, a foundation and tie-down system that meets code, and a roof a carrier will actually insure. The build getting cheaper does not change the homework. I have watched buyers save on the structure and then get blindsided by the things that were never on the sticker. Do not let a headline about affordability talk you out of the inspection that protects you. And if you are financing, know before you write the offer whether the home is titled as real property or personal property, because that one distinction decides what loan you can even get.

The honest alternative

If none of this fits your situation, the right move might be to do nothing yet and just keep an eye on it. That is a real answer. I would rather tell you to wait than talk you into a move that is not yours to make.
